The Development Illusion: Why the Northeast Still Feels Distant

The Northeast of India receives massive funding for development annually. However, it remains worlds away from New Delhi. The question is indisputable why the region that has been repeatedly promised change still face a problem related to the connectivity, employment, and basic services?

Nearly Rs 3.5 lakh crore was circulated in the Northeast alone between 2014-2024 across various categories of special development packages, infrastructure missions and welfare schemes.

Northeast Development Packages: Billions Spent, Miles Apart

Based on the statistics that were presented by NITI Aayog, the northeast development programs have received over Rs 1.5 lakh crore since 2014. All the projects that have been sanctioned to date account for only Rs 80, 000 crores by the North East Special Infrastructure Development Scheme (NESIDS).The reality is Sobering.

According to Ministry of Road Transport and Highways (MoRTH) data reported by The Economic Times, only 7,685 km of highways had been completed against a 13,814 km target by January 2024, leaving 2/3rd of annual road construction targets unmet. 47% of sanctioned bridges were still pending completion beyond deadlines. Allocated funds dissipate in red tape.

Infrastructure Promises vs Crumbling Reality

The development of infrastructure has been one of the political messages. India was to construct 34,800 km of highways within the country under Bharatmala Phase I, 4500km of which is to be in the Northeast.

Ground Reality:

  • Only 1,200 km completed by 2025 (around 22% of the target).
  • The important economic road, the Imphal-Dimapur road, will continue consuming almost eight hours as a result of poor roads and landslides.

The vulnerability to the environment aggravates the challenge. The deemed “permanent” bridges easily washed away in floods. An alarming 85% of the roadways in Northeast are flood-prone (IMD 2024).

Improvement of air connectivity is symbolic. Itanagar has the Donyi Polo Airport which has a cost of about Rs 1,100 crore and was opened much later than planned and continues to grapple with a number of daily flight connections with other major cities.

Youth Unemployment: Dreams Drown in Migration

The greatest issue in the region is the question of economic opportunity. According to the surveys on labour, the unemployment rate in the Northeast is 18.7%, much higher than the national rate of 3.2% (PLFS 2024).

Northeast Youth Crisis:

  • Almost 87 percent of the graduates in places such as Karbi Anglong aim to find a job in other areas.
  • Thousands of people relocate to the cities of Delhi, Bengaluru, and Mumbai every year, getting above all in informal or non-secure work.

The social costs of economic displacement are also made available in data released by the National Crime Records Bureau in 2020-25, where the incidence of violence and the discrimination faced by northeastern migrants, most of them women, is increasing.

The programs used to develop skills cost about 10,000 Cr, have yet to yield significant results and it is estimated that it has only been successful in 15% in placing the job. According to many youths, the training programs help them to get certificates and not careers.

Healthcare and Education: Inequality That Remains Invisible

In spite of increased welfare programs, inequality in access to healthcare is still very pronounced. According to Health Ministry statistics, there is a doctor-patient ratio of between 1: 25,000 in some of the northeastern districts, as opposed to one to 1,457 across the country. Malaria deaths are 3 times more than national average.

Key concerns include:

  • Infant mortality rate is 28/1000 in Mizoram
  • Distant communities have to spend hours for receiving emergency treatment.
  • 42% schools do not have teachers.

Connectivity Nightmares Despite Mega Budgets

Connectivity is weak despite the fact that the investment in the railways has gone above Rs 50,000 crore.

The challenges that have persisted are:

  • Railway electrification was only at 11% as compared to approximately 95% in mainland India.
  • Penetration of 42% of the internet is so low as compared to 65% nationally (TRAI 2025).
  • 92% mobile towers become inoperative in Monsoon.
  • Local flights like Guwahati to Shillong which usually cost Rs 5,000 per way, make it inaccessible.

The Real Divide: Trust Eroded by Empty Promises

The cumulative developmental allocations to the Northeast have been about 3.5 lakh crores since 1950 but the region contributes 2.4% of the GDP in India as compared to its estimated landmass of about 4 percent.

The Comptroller and Auditor General of India’s audit reports constantly point out the inefficiency and inconsistencies in the execution of the projects. There was Rs. 1,200 Cr corruption scam in Arunachal alone.

At the same time, long-term instability, such as violent actions in Manipur that have killed hundreds of people since 2023, have solidified the views that even the economic packages can never solve the political discontents.

Path Forward: Beyond Packages to Partnership

Researchers have become pleased to assert that the remedy is not more significant announcements of funds, but institutional reform:

  • Ability to have more control of money locally, like autonomy safeguards in Nagaland under Article 371A.
  • Clear external audit of development funds.
  • The employment-first strategy is in favor of the regional industries and youth entrepreneurship.
