The ethnic conflict in Manipur dramatically escalated after May 2023, causing a raging of violence, displacement and grave allegation of human rights violations. According to the data sheet, females have been the ones who suffered the most. They were raped, degraded, and in some cases, there were very disturbing reports that the authorities either did not act or were even accomplices. Approximately 60,000 people have been forced to leave their homes and more than 200 have died from the conflicts, with women being the main victims of rape and insecurity.

Sexual Violence and Allegations of Custodial Negligence

One of the most publicized and globally condemned cases was the ordeal of two Kuki girls who, it is said, were stripped, paraded naked, and raped by a group of people in May 2023. Based on news accounts and probe, the victims had at first asked for help from the police drove them over to mob police. Later, a charge sheet by the investigation agencies has accused the police of very serious misconduct during the incident which has led to questions about custodial protection and duty of care.

This case became widely known internationally after a video was leaked a few months later. And the video made people very angry not only in India but also in other countries. Human rights watch remarked that the authorities took a long time to react and initially no one was arrested which made people think that the system was failing. It is said that the National Commission for Women mentioned that they had received complaints but since they did not get timely responses from the state authorities their concerns on accountability were further deepened.

Though these types of incidents are often documented, at the same time, the overall violence in Manipur has impacted different communities. Women from both, Meitei and Kuki-Zo communities have for example, reported displacement, fear, and exposure to violence in relief camps and conflict areas.

Security Forces, Impunity Concerns, and Institutional Breakdown

Besides the accusations related to mobs and armed groups, the participation of security forces and state institutions in either facilitating or failing to stop violence has become a serious topic of discussion. Human rights groups’ reports have narrated instances, at the height of the conflict, when law enforcement was so disrupted that police stations were unable to operate, weapons were stolen and all organized protection measures went haywire.

Amnesty International characterized the state in Manipur as having “failed to protect civilians” against a backdrop of intensifying violence and widespread impunity for assailants. Others contend that the delay in action in some cases led to situations where women, more so than others, were exposed to danger, In particular in places where state presence diminished during conflicts.

Also, it was claimed in investigative reports that, during the time of crisis, local security officers failed to sufficiently protect some of the victims who were seeking refuge. These allegations are still currently undergoing legal and judicial procedures but they have aroused more discussions for the responsibility, impartiality of security forces and the performance of conflict management strategies effectively.

Humanitarian Crisis and Continuing Impact

In fact, the series of hardships faced by the entire population have quite a bit impacted the female gender in Manipur at a very large scale. A very big number of these females had to be accommodated in the relief camps which had very minimal facilities for attending to their health, giving them privacy and offering them protection. Out of fear, they did not even participate in their activities of daily life, mainly the community functions, as well as happened to their schooling. On the negative side, their mental health also worsened from the hardship.

The severity of the crisis, which has been characterized by fratricidal conflicts, setting fire to the property, and heavily armed crest flares, has led to the creation of a state of prolonged instability and in it women still remain vulnerable and a source of insecurity in their very existence. Some even go on to point out that regaining the confidence of the people in the state apparatus, paving the way for justice, and enhancing the means of defense of the most at risk groups are the topmost issues that need to be dealt with right now.
